Job Overview

Reporting to the Director, Corporate Human Resources & Stakeholder Engagement, the Human Resources Operations Manager is responsible for the full cycle talent acquisition process. This role also performs day-to-day operational HR activities and supports medium- and long-term HR and people related initiatives. Position Responsibilities

Accountabilities include, but are not limited to, the following:

  • Carry out and support recruitment and hiring activities including consulting with managers on requirements, developing attraction plans, writing job descriptions and ads, screening, interviewing, checking references, attending job fairs, proactively generating applicant pools, and onboarding
  • Provide coaching and guidance to managers on employee relations issues (e.g., policy, investigations, discipline, terminations)
  • Manage leave of absence and return to work process
  • Contribute to developing and maintaining company policies
  • Support employee communications
  • Monitor delivery of third-party training and development programs
  • Provide performance review and performance improvement support
  • Coordinate salary increase and incentive process for assigned employees
  • Maintain accurate and current employee files
  • Maintain audit and tracking systems and prepare reports
  • Serve as company Alternate Company Security Officer
  • Support or take a leadership role in other initiatives (including but not limited to workforce planning, competency model development, HR process documentation, program development, special projects, event organization)
  • Other duties as assigned

Job Requirements

The ideal candidate will meet the following criteria:

  • Minimum 5 years progressive experience in a role encompassing full-cycle recruitment and performing a variety of generalist HR functions
  • Strong knowledge of labour standards and human rights legislation across the Maritimes; knowledge of the legal framework related to recruitment and selection
  • Understanding of and experience working with competency models and behavioural interviewing
  • Exceptional business writing skills are critical
  • Excellent organizational and time management skills; the flexibility to meet unanticipated changes to work demands
  • Ability to work independently and collaboratively
  • Ability to interact with and influence individuals at all organizational levels
  • Demonstrated credibility and discretion in handling confidential/sensitive information
  • Strong MS Office skills; exceptional Excel skills
  • Sound problem-solving skills with an ability to understand broad human resources issues and resolve conflict situations in a diplomatic, empathetic, and creative manner
  • Presentation and facilitation skills in small and large groups
  • Completion of a post-secondary Human Resources program or a related degree, or equivalent experience
  • Willingness and ability to learn new software applications and remain current with software changes
  • Strong work ethic and self-motivated
  • Successful applicants for this role must meet requirements for Canadian Government Security clearance
  • RPR or CHRP Designation strongly preferred
  • Willingness to travel (5-10%)


  • Exposure to recruiting in an agency setting and building multi-channel candidate sourcing strategies (active and passive)
  • Experience with campus recruiting
  • Experience working with MS SharePoint, Forms, and Automate
  • Experience working in a unionized environment
  • Experience working in construction or a related industry
